Packaged Occupational Health Service

Most employers in Nigeria believe that getting a clinic to treat their employees, to quickly restore them back to health, whenever they fall sick, is the best way to avoid disruptions in services. But, it has been confirmed that this arrangement puts the short and long term health of the workers at risk, even as it costs the employer a lot more money to provide.

  • Why wait for a worker to become sick or to be involved in a work accident before he is given the best treatment? What happens if he loses an eye or leg in the accident? The Employee’s Compensation Act requires the employer to make some payment for the medical and rehabilitation bills of the worker, even as his salaries are paid. What a loss!
  • Even when the best treatments are given, chances are that the worker can quickly become sick again, because most of the ill health amongst workers is connected to the work environment.
  • Sadly, the cost to the business when a worker gets injured does not end with the medical costs; often the accident also causes damage to property or equipment, loss of production, increased labour cost, including the payment of overtime and the hiring of temporary staff, and even a huge fine from the government.

This is why the World Health Organization, the International Labour Organization, and Nigerian laws insist on the provision of Occupational Health Services for all the workers in an organization, no matter how small the setup is. The Employee’s Compensation Act defines an employee as someone who has been contracted (verbally or in writing) to do a job. This therefore includes casual workers, and other persons who are temporarily engaged to do a job. The Nigerian labour laws also make it mandatory for employers to have a Health, Safety and Environment document, showing among others what they have put in place to protect their workers from the hazards and risks involved in carrying out their work. This document is currently a key document presented while bidding for any contract in Nigeria.

Occupational Health Service is one of the main components of the Health, Safety and Environment document, and should therefore be developed by a specialist in Occupational Health for each contract bid.

Also, the Occupational Health Service upon the success of the bid should be provided by aspecialist in Occupational Health, instead of the current practice of giving it out as medical retainership to acute care hospitals. This is because Occupational Health Service is a specialized health practice thatis practiced on the sick workers, as well as the healthy ones; as it is said “occupational health service adapts work to man, and each man to his job”. It includes the following health services:

Medical Certificate of fitness

Medical certificate of fitness is a certificate given to an individual after a medical examination, certifying that the person is physically, socially and mentally fit to undertake the task for which the examination is being carried out for. It is specific for the task, and is not a certificate that the person is free of any medical condition. Medical fitness is often required for tasks where there is some risk of sickness and death, especially those that require physical exertion, which has been found to cause severe illness and sometimes sudden death of persons who were thought to be in very good health.

Medical certificate of fitness is currently a key requirement for recruitment into the Nigerian military, paramilitary and the deployment of the National Youth Service Corps (NYSC). It is also a key requirement for field works and other physically exerting jobs.

Pre-employment Medical Examination

Pre-employment medical examination is carried out before a person is offered employment in an organization. It is used to determine the fitness of the individual for the employment being offered, and to have a baseline health data of the individual against which subsequent changes after the employment can be evaluated. Pre-employment medical examination is usually carried out for:

Personal Protective Equipment

Personal Protective Equipment (PPEs) are equipment, accessories and clothing that protect a worker against accidents and health risks at work. The PPEs are specific for the types of risks in the workplace, and there is no single PPE that is required for all types of jobs. The most commonly used PPEs in Nigeria are:

Protective coverall

Coveralls are protective clothing worn during work to protect against heat, cold, splashes of corrosive chemicals, sparks, flames, flying debris and other work hazards. They cover the entire body, and sewn with tough clothing materials that are able to protect against the main hazards in the workplace. For example, fire fighters wear coveralls that are fire proof and fire retardant; workers that work in wet conditions wear coveralls sewn with water repellent materials; workers who work in the dark or low light conditions wear coveralls that are reflective when illuminated by a light such as headlight; while workers who work with corrosive chemicals wear coveralls sewn with material that can withstand the corrosive material.

Safety footwear

This is also called steel-toe boot and safety shoe. It is a shoe with a protective reinforcement in the toe that protects the foot of the wearer from falling objects or compression. It also has a mid-sole plate that protects against punctures from below. Safety shoes used in some industries also have protections against the major hazards in the workplace; for example, against impact, penetration, electric shock, and chemical hazards. Safety Helmet

Hearing Protectors

Respirator Masks

A respirator is a device designed to protect the wearer from inhaling dangerous airborne microorganisms, fumes, vapours and gases. They are basically of two main types; the air-purifying respirator such as the common nosemask that forces contaminated air through a filtering element, and the air-supplied respirator that has attached oxygen cylinder, from which fresh air is delivered to the wear.

All respirators have some type of facepiece held to the wearer’s head with straps, a cloth harness, or some other method. The facepiece of the respirator covers either the entire face or the bottom half of the face including the nose and mouth. Half-face respirators can only be worn in environments where the contaminants are not toxic to the eyes or facial area. For example, someone who is painting an object with spray paint could wear a half-face respirator, but someone who works with chlorine gas would have to wear a full-face respirator.
